Box 6336 <br />Stockton, CA 95206 <br />Subject: RCRA. Inspection of the Forward Inc. Disposal Site <br />On June 12, 1980, a Solid Waste Management Board (SWMB) evaluator performed <br />a field evaluation of your facility as required by the federal Resource <br />Conservation and Recovery Act (RCRA) of 1976. At the conclusion of the <br />evaluation, if you or your representative were present, you were advised <br />orally of a preliminary indication of RCRA deficiencies and criterion(ia) <br />needing further. investigation. <br />After analysis of all available data, we are able to make the following, <br />determinations about your site as outlined below and referenced on the <br />attached summary sheet. <br />I. Non -Compliance Criteria: <br />A. Safety/Access: The site is not in compliance with the access portion <br />of the-safeEy criterion for the following reasons: <br />1. The fence along the north site boundary was down in at least <br />two locations and evidence of unauthorized vehicle access was <br />noted. <br />2. The hazardous waste area was not fenced as required by the <br />hazardous waste permit. <br />3.
