Folou 400A <br /> 0 CONMUATUM SUM <br /> ICOR HUNG / I TMULATIOM <br /> TN TM SVJMARY Of STATe <br /> (ruga®et to ti ') <br /> (b) "Disposal area" is that portion of the site which has <br /> received or is receiving wastes. <br /> (c) "Leachate" is drainage from the waste or fluid resulting <br /> from the percolation of liquid through a waste substance <br /> (d) "Usable" ground or surface water includes potentially <br /> usable water. <br /> (e) "Hydraulic continuity" is a condition existing when <br /> fluid occupying an interstice of a saturated material is able to <br /> move under a head differential to adjoining interstices or <br /> surface channels containing fluid; <br /> (f) "Capillary fringe" is the partly saturated zone <br /> immediately above the water table in which water is held by <br /> capillary forces. <br /> (g) "Toxic" means lethal, injurious, or damaging to man or <br /> other living organisms. includi plants, domestic animals, fish <br /> and wildlife . <br /> (h) "Active life" is the period .of time required to achieve <br /> W stabilization of decomposing waste in a site such that leachate <br /> U or the rate of generation of gases is no longer a threat to water <br /> quality. <br /> e <br /> Article 2. Classification of Waste Disposal Sites <br /> Z 2510.. Class I Disposal Sites. Class I disposal sites are <br /> F. those at which complete protection is provided for all time for <br /> the quality of ground and surface waters from all wastes <br /> deposited therein and against hazard to public health and wild- <br /> z life resources. The followihg , criteria must be met to qualify a <br /> o site as Class1: <br /> (a) Geological conditions are naturally capable of pre- <br /> venting vertical, ,hydraulic continuity between liquids and gases <br /> emanating from the waste in the site and usable surface or <br /> ground waters <br /> (b) Geological conditions are naturally capable of pre- <br /> venting lateral hydraulic continuity between liquids and gases <br /> emanating from wastes in the site and usable surface or ground <br /> waters, or the disposal area has been modified to achieve such <br /> capability. <br /> (c) Underlying geological formations which contain rock <br /> :Fractures or fissures of questionable permeability must be <br /> permanently sealed to provide a competent barrier to the movement <br /> of 'liquids or gases from the disposal site . <br />
