1 that Bruce Beard, has failed to grant consent for an inspection <br /> 2 <br /> of his property; to establish that Bruce Beard, has failed to <br /> 3 <br /> maintain his property in compliance with County Ordinance Codes <br /> 4 <br /> 5 and state statues and state regulations; to determine the scope <br /> 6 of ongoing violations of County Ordinance Codes and state <br /> 7 statues and state regulations; and to show reasonable cause to <br /> 8 inspect; and to set forth reasons to determine the extent and <br /> 9 <br /> magnitude of the contamination at the site by the land-filling <br /> to <br /> activity that had previously been conducted at the site; and to <br /> 11 <br /> 12 set forth specific statements that Bruce Beard has refused to <br /> 13 grant access to the site to conduct a Phase II investigation to <br /> 14 determine the levels and extent of the waste that has been <br /> 15 <br /> placed there by previous and illegal land-filling operations . <br /> 16 <br /> The County of San Joaquin Environmental Health Department <br /> 17 <br /> 18 is asking to secure a warrant to conduct a Phase II <br /> 19 investigation on this (APN 249-060-14) and one other adjoining <br /> 20 parcel (APN 249-060-12) . <br /> 21 <br /> Chester Snyder operated a permitted disposal site during <br /> 22 <br /> the 1950' s . Mr. Snyder used the site for the disposal of <br /> 23 <br /> 24 household garbage and cannery waste. Some of the waste was <br /> 25 burned prior to disposal. The disposal site was closed in 1960 <br /> 26 after Chester Snyder was placed in jail for failure to maintain <br /> 27 <br /> the site in a sanitary manner.
