Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />August 24, 2022 <br /> Facility Address: <br /> 2903 W MARCH LN, STOCKTON <br /> Facility Name: <br /> CITY OF STOCKTON FIRE STATION #10 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map is incomplete. The site map needs a key or legend to define STMD. The site map is <br />also missing an evacuation staging area, emergency response equipment (spill kit, fire extinguishes), emergency <br />shut off for the fuel tank and a loading area. Update the site map and then make a new submittal in CERS. <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a minor violation. <br /> 7 HSC 25505(a)(3) Failed to electronically submit an adequate ER procedures for a release or threatened release. <br />OBSERVATION: The emergency response(ER) procedures were not complete. The wrong phone number is listed <br />on line C3 as the local Unified Program Agency (UPA). The correct local UPA phone number is 209-468-3420 and <br />should be listed on line C3. Line E3 is missing the location of evacuation staging area. Update the emergency <br />response plan and then make a new submittal in CERS. <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a <br />release or threatened release of hazardous materials, including, but not limited to, the following: <br /> - immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br /> - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment <br /> - evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a Class II violation. <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />System (CERS) annually by the due date, January 15. The business plan was submitted late on 1/23/2018 for the <br />year of 2018. The business plan was not submitted for the years of 2019, 2020, and 2021.
