Sterling Drive, Suite 246 <br /> Mountain House,CA 95391 <br /> Re: Phase I Environmental Site Assessment Update Report for Neighborhood J, Mountain <br /> House, San Joaquin County, California <br /> Condor Project No. 7319L <br /> Dear Mr. Sargent, <br /> This is a report of findings for the Phase I Environmental Site Assessment (ESA) Update for <br /> Neighborhood J (Site), Mountain House, CA (Figures 1, 2 and 3, Attachment A). Condor Earth (Condor) <br /> has prepared this report in order to update the 2004 Phase I ESA performed for the Site. The original <br /> Neighborhood J Phase I ESA was documented in Condor's Neighborhood J, Phase I Environmental Site <br /> Assessment Report and a Partial Response to Mountain House Master Plan Chapter Six, Mountain <br /> House, San Joaquin County, California dated September 17, 2004 (Condor No. 4125J1). Condor <br /> performed previous ESAs on Neighborhood J, including a pesticide screening ESA that included the Site <br /> in 2004. This Phase I ESA Update was performed in accordance with the guidelines set forth in Practice E <br /> 1527-21, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment <br /> Process, published November 2021 by the American Society for Testing and Materials (ASTM) and in <br /> accordance with the prevailing standard of care for completing such assessments in California at the time <br /> of the Site inspection. This report includes a description of changes in both environmental database <br /> searches and Site conditions; and the Environmental Professional's opinion regarding the current <br /> environmental condition of the Site. <br /> A summary of the original opinions in the 2004 Neighborhood J ESA included the following: <br /> 1. Condor considered the former agricultural use of the Site a recognized environmental condition <br /> (REC). However, prior to publication of the Phase I ESA, Condor conducted a pesticide <br /> screening evaluation based on the historical agricultural use of the Site. Surface soil samples <br /> collected from Neighborhood J did not contain detectable concentrations of residual pesticides'. <br /> 2. Condor considered the Chevron Old Valley Pipeline located along Byron Road a REC. <br /> 3. Condor considered the Pacific Gas & Electric (PG&E) natural gas pipeline traversing the <br /> southern portion of the Site a REC. The pipeline was within the former Standard Oil Pipeline <br /> Company easement and there may have been a petroleum pipeline within the same easement in <br /> the past. <br /> ' Limited Phase II Environmental Site Assessment Report, Proposed Neighborhood I Site, Assessor Parcels 209- <br /> 030-03, 209-030-04, 209-030-05, 209-030-23, and 209-040-02, Mountain House, San Joaquin County, California <br /> dated April 28,2004(Condor No.4125J2). <br />
