Sterling Drive, Suite 246 Mountain House,CA 95391 Re: Phase I Environmental Site Assessment Update Report for Neighborhood J, Mountain House, San Joaquin County, California Condor Project No. 7319L Dear Mr. Sargent, This is a report of findings for the Phase I Environmental Site Assessment (ESA) Update for Neighborhood J (Site), Mountain House, CA (Figures 1, 2 and 3, Attachment A). Condor Earth (Condor) has prepared this report in order to update the 2004 Phase I ESA performed for the Site. The original Neighborhood J Phase I ESA was documented in Condor's Neighborhood J, Phase I Environmental Site Assessment Report and a Partial Response to Mountain House Master Plan Chapter Six, Mountain House, San Joaquin County, California dated September 17, 2004 (Condor No. 4125J1). Condor performed previous ESAs on Neighborhood J, including a pesticide screening ESA that included the Site in 2004. This Phase I ESA Update was performed in accordance with the guidelines set forth in Practice E 1527-21, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, published November 2021 by the American Society for Testing and Materials (ASTM) and in accordance with the prevailing standard of care for completing such assessments in California at the time of the Site inspection. This report includes a description of changes in both environmental database searches and Site conditions; and the Environmental Professional's opinion regarding the current environmental condition of the Site. A summary of the original opinions in the 2004 Neighborhood J ESA included the following: 1. Condor considered the former agricultural use of the Site a recognized environmental condition (REC). However, prior to publication of the Phase I ESA, Condor conducted a pesticide screening evaluation based on the historical agricultural use of the Site. Surface soil samples collected from Neighborhood J did not contain detectable concentrations of residual pesticides'. 2. Condor considered the Chevron Old Valley Pipeline located along Byron Road a REC. 3. Condor considered the Pacific Gas & Electric (PG&E) natural gas pipeline traversing the southern portion of the Site a REC. The pipeline was within the former Standard Oil Pipeline Company easement and there may have been a petroleum pipeline within the same easement in the past.
