Hazardous Waste Contingency Plan <br /> The Home Depot Store#6660 <br /> 2 Purpose and Scope <br /> Store#6660 is registered as a state of California LQG and has the potential to exceed LQG thresholds. <br /> Therefore, the Site is required to prepare and maintain a Contingency Plan for the Store. This Plan is designed to <br /> minimize hazards to human health and the environment from fires, explosions, or any unplanned sudden or non- <br /> sudden release of hazardous waste or hazardous waste constituents into air, soil, or surface water. The <br /> provisions of this plan must be carried out immediately whenever there is a fire, explosion, or release of <br /> hazardous waste or hazardous waste constituents which could threaten human health and/or the environment. <br /> 2.1 Contingency Plan Requirements <br /> As required by 40 CFR 262.34(b), "A generator of 1,000 kilogram or greater of hazardous waste in a calendar <br /> month or greater than 1 kg of acute hazardous waste..." must fulfill the requirements in 40 CFR 265 Subpart D <br /> which states, "each owner or operator must have a contingency plan for his facility. The contingency plan must <br /> be designed to minimize hazards to human health or the environment from fires, explosions, or any unplanned <br /> sudden or non-sudden release of hazardous waste or hazardous waste constituents to air, soil, or surface water." <br /> In California Code of Regulations (CCR)Title 22, Division 4.5, Chapter 15 (22 CCR 66265 Article 4), the <br /> California Environmental Protection Agency (CaIEPA) incorporates 40 CFR 265 and its appendices. <br /> The Plan has been prepared in accordance with applicable federal and CaIEPA regulations and guidance for <br /> hazardous waste contingency plans (40 CFR 265 and 22 CCR 66265). Understanding and implementing this Plan <br /> will ensure that personnel are familiar with the Site's response procedures for fires, explosions, or any unplanned <br /> sudden or non-sudden release of hazardous waste or hazardous waste constituents to air, soil or surface water. <br /> It will also make them aware of hazardous waste spill prevention and response procedures, as well as related <br /> regulatory requirements. <br /> This Plan includes: <br /> • Contact information (name, address, phone number)for primary and alternate emergency coordinators; <br /> • A list of emergency equipment and capabilities; <br /> • A figure showing where the equipment is located; <br /> • An evacuation plan listing primary and alternate evacuation routes; <br /> • Emergency response steps for incidents involving hazardous waste at the Store; <br /> • Hazard classifications, emergency action, and evacuation procedures; <br /> • Response functions and support organizations (both internal and external resources); and <br /> • A description of the required reporting documentation and investigative follow-up for a hazardous waste <br /> incident. <br /> Activities that represent a potential hazard from fire, explosion, or release due to hazardous waste storage at the <br /> Store are minimal. Any hazardous waste generated is stored in the 90-day hazardous waste storage areas, <br /> referred to as the Handling Hazardous Materials (HHM) or Handling Hazardous Materials Automation (HHMA) <br /> Central Storage Areas (CSAs). There is one HHM CSA located in the Receiving Area. There are two Satellite <br /> Accumulation Areas in the building.
