The oil release discharged <br /> onto the ground and soil saturated with oil was observed near the machine(IMG 1134). A sample of contaminated soil <br /> was taken near the machinery. The sample was labeled as"Y and was tested using the Toxicity Characteristic leaching <br /> Procedure(TCLP), Soluble Threshold Limit Concentration (STLC)of inorganic substances, and the Total Threshold Limit <br /> Concentration (TTLC)of inorganic substances. The sample exceeded the non-RCRA hazardous waste threshold as <br /> follows: <br /> Sample ID 3: STLC: Lead, 9.19 mg/L <br /> Observation 2: In the non-ferrous building, one hopper was observed filled with trash, soil, and plant vegetation (IMG <br /> 1141). A sample of the waste was taken and labeled as"4." The sample was tested using the TCLP, STLC of inorganic <br /> substances, and the TTLC of inorganic substances. The sample exceeded the non-RCRA hazardous waste threshold as <br /> follows: <br /> Sample ID 4: STLC: Zinc, 360 mg/L <br /> Observation 3: Near the office area, one hopper was observed with used absorbent(IMG 1147). A sample of the waste <br /> was taken and labeled as"5." The sample was tested using the TCLP, STLC of inorganic substances, and the TTLC of <br /> inorganic substances. The sample exceeded the non-RCRA hazardous waste threshold as follows: <br /> Sample ID 5: STLC: Lead, 272 mg/L <br /> TTLC: Lead, 3500 mg/kg <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal <br /> is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any point which is <br /> not authorized according to this chapter.
