S A N J UQ Q U I N Environmental Health Department <br /> L�''r'.r' i —COUNTY- — <br /> � � GreotneF t --ow5 here. <br /> Small Quantity Hazardous Waste Generator Compliance Review Report <br /> Facility Name: Facility Phone: Date: <br /> ALCO METALS 209 932-1107 October 18, 2022 <br /> Facility Address: CERS ID: <br /> 1815 NAVY DR, STOCKTON, CA 95206 10180829 <br /> Inspection Contact: Title: Phone: <br /> Tom Park I General Manager (209)932-1107 <br /> VIOLATIONS <br /> The following non-inspection related violations listed below from the California Health and Safety Code(HSC), California Code <br /> of Requlations (CCR)and/or the Code of Federal Requlations(CFR)were found. <br /> #202 HSC 25189.5(a) Disposed or caused disposal of hazardous waste at an unauthorized point <br /> OBSERVATIONS:The following observations were made during the 7/13/2022 hazardous waste inspection. <br /> Observation 1: A hydraulic release occurred in a piece of Hyundai machinery used for sorting. The oil release discharged <br /> onto the ground and soil saturated with oil was observed near the machine(IMG 1134). A sample of contaminated soil <br /> was taken near the machinery. The sample was labeled as"Y and was tested using the Toxicity Characteristic leaching <br /> Procedure(TCLP), Soluble Threshold Limit Concentration (STLC)of inorganic substances, and the Total Threshold Limit <br /> Concentration (TTLC)of inorganic substances. The sample exceeded the non-RCRA hazardous waste threshold as <br /> follows: <br /> Sample ID 3: STLC: Lead, 9.19 mg/L <br /> Observation 2: In the non-ferrous building, one hopper was observed filled with trash, soil, and plant vegetation (IMG <br /> 1141). A sample of the waste was taken and labeled as"4." The sample was tested using the TCLP, STLC of inorganic <br /> substances, and the TTLC of inorganic substances. The sample exceeded the non-RCRA hazardous waste threshold as <br /> follows: <br /> Sample ID 4: STLC: Zinc, 360 mg/L <br /> Observation 3: Near the office area, one hopper was observed with used absorbent(IMG 1147). A sample of the waste <br /> was taken and labeled as"5." The sample was tested using the TCLP, STLC of inorganic substances, and the TTLC of <br /> inorganic substances. The sample exceeded the non-RCRA hazardous waste threshold as follows: <br /> Sample ID 5: STLC: Lead, 272 mg/L <br /> TTLC: Lead, 3500 mg/kg <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal <br /> is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any point which is <br /> not authorized according to this chapter. Hazardous wastes shall be disposed of only by transportation to a permitted <br /> hazardous waste treatment, storage, and disposal facility(TSDF)or other authorized point. <br /> CORRECTIVE ACTION: Immediately clean up the oil discharge and cease disposal of hazardous waste into the trash. <br /> Provide corrective action statements and disposal records for the cleanup of waste to the San Joaquin County <br /> Environmental Health Department within 30 days. <br /> This is a Class I violation. <br /> OVERALL NOTES AND COMMENTS <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the <br /> corrective actions that have been or will be taken for each violation, and any supporting paperwork, by November 18, 2022. <br /> Report emailed to General Manager Tom Park at<tompark@alcometals.com>. <br /> FA0001889 PR0220065 SC011 10/18/2022 <br /> Rev.9/16/2020 Page 1 of 2 Small Quantity Hazardous Waste Generator Compliance Review Report <br /> 1868 E.
