T�Zpot-tie �fmhmfnt <br /> General Orders Manual <br /> Operational Orders <br /> GENERAL ORDER NO. 089-164 <br /> DATE : MARCH 5, 1989 <br /> PURPOSE : JAIL, TO ESTABLISH GUIDELINES WITHIN WHICH THE <br /> MANTECA CITY JAIL WILL BE OPERATED. <br /> PROCEDURE:ALL PERSONS DETAINED WITHIN THE MANTECA CITY JAIL <br /> WILL RECEIVE FAIR AND EQUAL TREATMENT AS SPECIFIED <br /> UNDER THESE RULES AND REGULATIONS . <br /> 1 . Number of personnel . <br /> a . A sufficient number of personnel shall be on duty to <br /> permit intermittent, random, direct visual <br /> supervision of all inmates . <br /> b . Whenever there is an inmate in custody, there shall <br /> be at least one employee on duty at all times in the <br /> Manteca City Jail or within the Police building who <br /> shall be immediately available to the inmates in the <br /> event of an emergency. Whenever one or more female <br /> inmates are in custody, there shall be at least one <br /> female employee who shall in like manner be <br /> Immediately available and accessible to such <br /> females . Normally the Dispatcher-Clerk on duty will <br /> meet this requirement . <br /> 2 . Fire and Life Safety Training . <br /> a . All employees of the Manteca Police Department shall <br /> be aware of the location and method of operation of <br /> the fire alarms and fire extinguishers used in the <br /> Manteca City Jail . <br /> 3 . Inmate Records . <br /> a . An arrest/booking sheet shall be completed for each <br /> person booked in the Manteca City Jail . The <br /> arrest/booking sheet shall be completed as directed <br /> in the Report Writing Manual . <br /> 4 . Incident Reports . <br /> a . Whenever there is an incident which results in <br /> physical harm, or serious threat of physical harm, <br /> to an employee or inmate of the Manteca City .Tail or <br />
