anteca Police Departn* <br /> General Orders Manual <br /> Operations Orders <br /> GENERAL ORDER NO. 089-164 <br /> DATE: MARCH 5, 1989 (REV. 07/01/92 ) <br /> SUBJECT: JAIL/GUIDELINES <br /> PURPOSE: To establish guideslines within which the Manteca <br /> City Jail will be operated. <br /> I . PROCEDURE <br /> All persons detained within the Manteca City Jail will <br /> receive fair and equal treatment as specified under <br /> these rules and regulations . <br /> A. Number of Personnel <br /> 1. A sufficient number of personnel shall be <br /> on duty to permit intermittent, random, <br /> direct visual supervision of all inmates . <br /> 2 . Whenever there is an inmate in custody, <br /> there shall be at least one( 1) employee on <br /> duty at all times in the Manteca City Jail <br /> or within the Police building who shall be <br /> immediately available to the inmates in the <br /> event of an emergency. Whenever one( 1) or <br /> more female inmates are in custody, there <br /> shall be at least one( 1) female employee <br /> who shall in like manner be immediately <br /> available and accessible to such females . <br /> Noramally, the Dispatcher-Clerk on duty <br /> will meet this requirement. <br /> B. Fire and Life Safety Training <br /> 1. All employees of the Manteca Police <br /> Department shall be aware of the location <br /> and method of operation of the fire alarms <br /> and fire extinguishers used in the Manteca <br /> City Jail. <br /> C. Inmate Records <br /> 1 . An arrest/booking sheet shall be completed <br /> for each person booked in the Manteca City <br /> Jail . The arrest/booking sheet shall be <br /> completed as directed in the Report Writing <br /> Manual. <br /> D. Incident Reports <br /> 1 . Whenever there is an incident which results <br /> in physical harm, or serious threat of <br /> physical harm to an employee or inmate of <br /> the Manteca City Jail or other person in <br /> the Mantec City Jail the details of the <br />
