Manteca Police Department <br /> Policy Manual <br /> Temporary Holding Facility <br /> (g) Any person suspected or confirmed to be developmentally disabled (15 CCR § 1057). <br /> (h) Any person or persons for whom appropriate classification (by gender, age) cannot <br /> be maintained. <br /> (i) Any person who is so intoxicated as to be a danger to him/herself or others and cannot <br /> be safely accommodated within the facility or a sobering cell (15 CCR § 1056). This <br /> shall also apply to those inmates who are undergoing withdrawal reactions (15 CCR <br /> § 1213). <br /> 900.1.4 DETAINABLE PRISONERS <br /> Arrestees who fall within the following classifications may be detained in the Manteca Police <br /> Department Temporary Holding Facility with the approval of the Watch Commander. This <br /> includes those arrested and detained pending: <br /> (a) Posting of bail <br /> (b) Release on Own Recognizance (O.R.) <br /> (c) Release on citation in accordance with the Cite and Release Policy in this manual <br /> (d) Transportation to the County Jail <br /> (e) Release per Penal Code § 849(b) <br /> (f) In-custody interview or other investigation <br /> 900.1.5 COURT HOLDING -TEMPORARY HOLDING FACILITY PRISONERS <br /> Prisoners in the Manteca Temporary Holding Facility will not normally be held pending a <br /> court appearance. If the need does arise, then those prisoners that are temporarily housed <br /> in this facility pending court appearance will be segregated according to this department's <br /> classification policy. <br /> 900.1.6 USE OF DETOXIFICATION/SOBERING CELL <br /> Inmates who are to be held in the Temporary Holding Facility and who present a threat to <br /> their own safety or the safety of others due to their state of intoxication should be placed in <br /> the detoxification/sobering cell until their condition allows for continued processing. <br /> The following guidelines apply when placing any inmate in a sobering cell: <br /> (a) Placement of an inmate into the cell requires approval of the Watch Commander. <br /> (b) A safety check consisting of direct visual observation sufficient to assess the inmate's <br /> well-being and behavior shall occur at least once every 30 minutes. Each safety check <br /> shall be documented in the Watch Commander's Daily Log. The officer or person <br /> conducting the safety checks should look for breathing, seizure activity, unusual levels <br /> of consciousness, vomiting or other health problems. The checks may be assigned <br /> to a booking officer subject to the procedure set forth in Section 900.3.2. <br /> (c) Under no circumstances shall an inmate be held in a sobering cell for more than <br /> six hours without being evaluated by qualified medical personnel to ensure that the <br /> inmate does not have an urgent medical issue. <br /> (d) Inmates will be removed from the cell when they no longer pose a threat to their own <br /> safety and the safety of others and are able to continue processing. <br /> Temporary Holding Facility-409 <br /> Adopted: 2012/04/01©1995-2012 Lexipol,LLC <br />
