Project Description Griffith Energy Storage Project <br /> SUMMARY <br /> Griffith Energy Storage, LLC (Applicant), is proposing to construct and operate the 400-megawatt Griffith <br /> Energy Storage Project (Project)to provide reliable and flexible power to the local electrical system. The <br /> property which the Project would be built on consists of 106 acres (Property) of land in San Joaquin <br /> County. The Project would interconnect at the Tesla Substation immediately adjacent to the site in <br /> Alameda County via a 230-kilovolt interconnection generation tie (gen-tie) line. The energy storage facility <br /> is anticipated to house lithium-ion batteries totaling 400 megawatts of energy. Project construction would <br /> be in 2023 and 2024 and is anticipated to come online in 2024 or later. <br /> The Project would support the state policies necessary to meet the California renewable energy <br /> standards. California has proceeded to advance energy storage uses to support the grid, including the <br /> passage of Assembly Bill 2514, as well as the resulting California Public Utilities Commission (CPUC) <br /> decision for energy procurement targets for each of the investor-owned utilities. The proposed Project <br /> would substantially increase local energy storage capacity and address the limitations of the electrical <br /> grid by the increasing demand for renewable energy. Layering energy storage systems into the energy <br /> grid improves grid reliability and make it more resilient to disturbances and peaks in energy demand. The <br /> Project and other energy storage systems are used to supply power during brief disturbances, reduce <br /> outages and associated impacts to the community, and substitute for certain large footprint transmission <br /> and disruption upgrades. <br /> PROJECT LOCATION <br /> The Property is approximately 0.9 mile southwest of Interstate 580 and approximately 5 miles southwest <br /> of the city of Tracy, adjacent to Pacific Gas and Electric's(PG&E) Tesla Substation, as shown on Figure <br /> 1. The Project site consists of portions of two parcels(Assessor Parcel Numbers 209-10-19 and 209-10-35). <br /> Project Setting <br /> The Project site is private land zoned as Agricultural General-160 and designated as General Agriculture, <br /> as shown on Figure 2. Division 14, Section 9-115.580 of the San Joaquin County Municipal Ordinance <br /> Code allows any major utilities on Agricultural General zoned land through a Site Approval application <br /> (San Joaquin County 2021). <br /> The entirety of the Project site is under Williamson Act Contract No. 770255. The site includes Grazing <br /> Land and Farmland of Local Importance, as classified by the California Department of Conservation, as <br /> shown on Figure 3. <br /> Surrounding Land Uses <br /> The Project is bounded to the north by grazing land, rural residences, the West Patterson Pass, and the <br /> Union Pacific Railroad. To the east lies grazing land and open space. Rural residences, grazing land, and <br /> open space bound the Project to the south. The Project is bounded by rural residences, grazing land, and <br /> the PG&E Tesla Substation to the west. <br /> PROJECT OBJECTIVES <br /> The Applicant has identified the following Project Objectives: <br /> 1. Construct and operate a 400-megawatt battery energy storage system in San Joaquin County with an <br /> interconnection at the Tesla Substation (located in Alameda County) in a cost-competitive manner. <br /> 2. Assist California utilities in meeting their obligations under California's Renewable Portfolio Standard <br /> Program and Senate Bill 100, which calls for 100 percent of all electricity sold in California to come <br /> from carbon-free resources by 2045, including 60 percent renewables by 2030. <br /> June 2022 1 Griffith Energy Storage, LLC <br />
