I am the <br /> Quality Assurance Manager at the Qualex Plant in Manteca. I <br /> was referred to you by Chuck Prchal, our General Manager. <br /> As owner and lessor you are, of course, thoroughly aware of <br /> the use to which your premesis at 555 Industrial Park Dr. , <br /> Manteca, CA. is being put (i.e. . . . "photo film processing, <br /> photofinishing and manufacturing. . . " ) , as set forth in <br /> Clause 6 . " Use" , of our lease. However, Assembly Bill 1772 , <br /> and so called Permit By Rule (PBR) , CCR Title 22, now <br /> requires that we formally notify you of those specific <br /> onsite hazardous waste treatment systems that we presently <br /> operate. Pursuant to our application for facility status <br /> under PBR, please consider this correspondence as formal <br /> notification: <br /> The hazardous substance of concern in our waste stream is <br /> silver, largely complexed with thiosufate ion, in our film <br /> and paper fixers, bleach-fixers and low flow wash waters . <br /> Our systems treat these effluents primarily by passing them <br /> between a charged anode-cathode pair, which reduces the <br /> silver ion to metallic silver, plating it out onto the <br /> system cathode. The metallic silver is then chipped off of <br /> the cathode and sold to a refiner. <br /> The remaining liquid effluents still contain small amounts <br /> of silver. They are pumped into another reaction vessel in <br /> which all primarily treated effluents are finally collected. <br /> Requisite amounts of TMT 55* are added, which percipitates <br /> the remaining silver (trace silver concentrations of less <br /> than 3 parts per million may remain) . The liquid effluent is <br /> then filtered to remove the silver bearing slurry solids, <br /> and finally sewered (see attachment) . <br /> These systems are operated in full compliance with all <br /> Federal, State and Local regulations pertaining to their <br /> use. <br /> Please call Chuck .Prchal or myself if you have any questions <br /> or concerns .
