S/7
IC. Implementation of Contingency Plan
The contingency plan or spill plan should be implemented in the event of a fire, explosion,
j or any unplanned sudden or non-sudden release of any hazardous waste, chemicals, gas,
fuel, oil or other hazardous material to the air, soil or surface water at the facility.
Refer to the Safety Standard Contingency/spill Plan for details of what to do to implement
the plan.
A small spill, generally less than one gallon, that can be immediately absorbed for proper
disposal, or a spill.that is contained by secondary containment structure does not
constitute a release to the environment and should not trigger the contingency plan. Spills
to a municipal sewer also are not released to the environment and should not require
contingency plan procedures. In each of these cases, proper clean-up should be followed.
Refer to the MSDS for further information. Notification to the Publicly Owned Treatment
Works(POTW) or sewer authority is recommended and may be required.
A Monitoring of Electrolytic Silver Recovery Process
It is important to monitor the operation of electrolytic silver recovery units in order to
determine if the recovery process is effective.
An initial understanding of the control system should be obtained from the manufacturer.
A unit's treatment capacity is dependent on factors such a pH, flow, silver content of
solution, length of residence of solution in the plating cell, and the relationship of current
and time on. Because of the potential variability of some of these factors it is critical to
have an analysis plan to determine the actual effectiveness of recovery.
The analysis plan should include an initial evaluation and a follow-up monitoring plan.
1. The initial evaluation should collect data to determine the amount of silver in the
incoming solutions before treatment at typical and peak times of operation of the film
or.paper process. Samples are best taken from fix or bleach-fix tanks immediately
after the representative processing has occurred. Fixer or bleach-fix overflow samples
(after electrolytic silver recovery) should also be taken. For both of these sets of
_ samples, the use of silver test strips (paper or copper type) should be adequate to
estimate the percent recovery of silver from the electrolytic unit. This value should be
compared to manufacturers specifications to determine if the unit is set-up properly
and operating as claimed.
