The following is an itemized list of hazardous waste violations that have not been <br /> addressed for ASSOCIATED TRACTOR SVC INC as of December 09, 2022. <br /> Open violations from September 01, 2022 inspection <br /> Violation#605-Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> In the wash rack area: <br /> -One black 55 gallon steel drum containing wash rack waste had a hazardous waste label missing the hazardous <br /> property, physical state, accumulation start date, contents, and name and address of the generator. <br /> -One blue 55 gallon steel drum labeled "dirt/oil"had an 11/8/2021 accumulation start date. <br /> -One black 55 gallon steel drum labeled"oil +dirt'had a hazardous waste label missing the physical state and <br /> hazardous property. <br /> -One black 55 gallon steel drum labeled"steam cleaner sludge"had a hazardous waste label missing the hazardous <br /> property. <br /> -One blue 55 gallon steel drum containing steam cleaner sludge had a hazardous waste label missing the address <br /> of the facility, hazardous property, physical state, and the contents. <br /> -One blue 55 gallon steel drum had a hazardous waste label with the incorrect contents. Per Larry Borelli,oily dirt <br /> was written but the contents were wash rack sludge. <br /> In the hazardous waste storage area: <br /> -One yellow 5 gallon bucket containing used oil was missing a hazardous waste label. <br /> -One white 5 gallon bucket containing used oil and used metal oil filters was missing a hazardous waste label <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#608-Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: One blue 55 gallon drum containing one used oil metal filter mixed with aerosol cans was <br /> observed in the yard. The container was open and missing a label. <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately ensure the oil filter is drained, store it in a closed, rainproof container, label <br /> the container with the words"drained used oil filters,"and mark the container with an accumulation start date. <br /> Dispose of all used filters stored on-site greater than one year. Used filters not stored, handled and disposed of <br /> according to this section are regulated as hazardous waste. Provide a corrective action statement, disposal <br /> records and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within <br /> 30 days. <br /> Page 4 of 5 <br />
