Mr. Hepler told me he had seek assistance from supervisor Elliot. <br /> I explained the purpose of the soil suitability study and the nitrate loading component of it. Mr. Hepler claimed that he <br /> had his engineer designed the septic system so that he did not have to do SSNL. I explained to him the purpose of SSNL, <br /> percolation test, and that his engineer should design the system based on the finding in the SSNL. The engineer <br /> designed system plan had to submit to EHD for review separately from SSNL. I also told him that the CTE who did the <br /> SSNL did not sign and stamp the SSNL and that the proposed septic system was the standard one. <br /> He mentioned he wanted to understand the requirement so he could inform supervisor. He then asked me to release <br /> the building permit so he could move on with his project. He claimed the septic issue was holding him up. According to <br /> him, it was a time sensitive project, and he wanted to separate the septic issue. <br /> I told him that I would discuss this matter with the management and see what we could do. He said he would call me in <br /> 2 days to find out.
