Box 6567 SAN X)AQU?N LOCAL <br /> Stockton, CA 95206 HF-ALTH DISTRICT <br /> Dear Mr. Basso: <br /> Enclosed for your information are copies of the staff report and an adden- <br /> dum regarding a Department of Health Service (DOHS) inspection of your fa- <br /> cility conducted on February 24, 1982. The following deficiencies were <br /> noted: <br /> 1 . No submission of reports on the results of sampling soils within <br /> the designated area around the hazardous waste site as prescribed <br /> in the DOHS permit. <br /> 2. No proper signs designating the site as a. hazardous waste site. <br /> 3. No appropriate safety shower and eye wash ..facility. <br /> 4. No approved cartridge respirators. <br /> You are requested to make the necessary corrections by June 30, 1982. <br /> It is also our understanding that the Regional Water Quality Control Board- <br /> Central Valley Region has given you permission to accept non-hazardous <br /> drilling muds. However, since these types of wastes may contain hazardous <br /> chemicals, we are requesting that representative samples be taken of these <br /> wastes to assure the Department that they are riot of a hazardous nature. <br /> We also request that you provide in writing by May 29, 1982 an explanation for <br /> the presence of bromine in one of the drilling mud ponds. Also include by <br /> May 29, 1982 an explanation as to why you indicated in the U.S. EPA hazard- <br /> ous waste permit application that mercury is being disposed of at your site. <br /> Our staff has recently reviewed all the manifests available regarding <br /> wastes. The review of the manifests indicates t'ha't you accepted for dis- <br /> posal wastes for which permission had not been granted by this Department <br /> nor by the Central Valley Regional Water Quality Control Board.
