has violated this requirement by pumping leachates from the <br /> Grade 1 Trenches into leaky evaporation ponds before the ponds <br /> were approved for such materials. <br /> 5. The Board's Requirements say, "Wells or test holes shall be pro- <br /> vided to monitor the . ..water in the area of the disposal site. .." <br /> The number of wells provided appears to be inadequate. <br /> 6. Because of the irregularities described above, substantial pol- <br /> lution of the groundwater in the area of Forward, Inc, has al- <br /> most surely occurred, and more will occur if the operation is not <br /> curtailed. <br /> 7. The choice of site for a dump was unfortunate. It will be diffi- <br /> cult, if not impossible to assure that the pollutants being <br /> deposited at the site of Forward, Inc. will not someday seep into <br /> the groundwater system. <br /> The violations enumerated above have almost surely caused the follow- <br /> ing effects: <br /> 2. Seepage into the groundwater system of enough brine to ruin* one <br /> year's supply of water for 10,800 Persons** , <br /> 2. Seepage into the groundwater system of an unknown quantity of <br /> Grade 1 waste, of unknown quality. <br /> 3. The accumulation of a large amount of salt that is likely to <br /> percolate into the groundwater system in the future. It will be <br /> a threat to San Joaquin County's water supply forever. <br /> BAX finds further that the staff of the State and Regional Board, <br /> 1. Have recommended that certain violations of the Regional Board's <br /> Discharge Requirements be allowed. <br /> 2. Have allowed permeabill ties in the evaporation ponds that are <br /> 800 times as high as the Regional aoard?s Discharge Requirements, <br /> 3. Have ignored the failure of Forward, Inc. to report quantities <br /> and qualities of leachates in the Grade I Trenches, as required <br /> by the Regional Board's Discharge Requirements. <br /> 4. Has failed to have the Area Engineer in charge of Forward, Inc. <br /> As used in this report, the word "ruin" means to exceed the <br /> recommended limits set by the State of California. <br /> ** Based on a Department of Water Resources study of domestic <br /> water use, entitled "Residential Unit Water Use Survey <br /> Rossmoor Tract, Orange County November 1965" <br /> 4 <br />
