0STATE WATER RESOURCES'CONTROL ROARDAOL
JW*
.Aj ego*
INTERNAL MEMO
TO: Erank McDermott FROM: Jim Parsons
Central Valley Regional Board Legal and Technical Services Division
DATE: APR 18 1980 SIGNATURE.
SUBJECT: Forward, Inc. , Disposal Site, San Joaquin County
I have reviewed Jack McCollough's April 2, 1980, letter report regarding
monitoring well installation and permeability testing.
Findings:
1. Shallow soil samples were obtained from the floor of three out of the
four new evaporation ponds. Permeability test results were 1x10-7,
3x10-6, and 8x10-6 cm/sec. I
2. A 125-foot deep monitoring well constructed about 500 feet to the northwest
of evaporation ponds and three 30-foot deep monitoring wells immediately
west of the ponds showed the upper materials to be unsaturated clays.
3. A "Monitoring Well Detail" plate' showed the surface seal to be only
5 feet deep.
Conclusions:
1. Two of the three permeability test results showed the liner was excessively
permeable. Either the soil was not adequately compacted or it was too
sandy.
2. A 5-foot surface seal is normally not adequate to provide protection
against surface fluids from entering the well.
3. On the other hand, the relatively low degree of hazard associated with the
drilling muds and brines going into the site and the substantial thickness
of clay present make the above problems not serious enough to justify your
requiring their correction.
Recommendations:
1. Call the above deficiencies to McCollough's attention so they can be
avoided in future site improvements.
giNRC®3=3-75)
168m '.' AAA-0---3A
