STATE OF CALIFORNIA-RESOURCES AGENCY EDMUND G. BROWN J96, GOVERNOM
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOAR D-i;
CENTRAL VALLLY REGION en,
3201 S STREET
SACLAWNTO, UWFORNIA 95216
PHONE: (916) "- 270 1CCAL
U —F RICT
S
27 May 1982
Mr. Richard W. Konig
305 N. El Dorado St. , Suite 305
Stockton, CA 95202
FORWARD INCORPORATED, CLASS II-1 LANDFILL, SAN JOAQUIN COUNTY
We have received your letter of 19 May 1982 requesting we take prompt action
against the subject facility which you see as:
"l. Substantively polluting the ground water; and
2. Substantively in violation of (our) Board's requirements."
The information you have provided to date contains no evidence that such
a condition, in fact, exists. I assure you that if there is confirmed evi-
dence of a pollution problem at the site, this office will take appropriate
action to remedy it.
As I explained to the San Joaquin County Board of Supervisors, the operational,
problems and violations noted in our inspections have been minor. The Hazar-
dous Waste Management Branch also came to this conclusion as expressed by Mr.
James Stahler to the Board. You requested notification of the corrective
actions taken. A copy of the report subi-iiitted by Forward, Inc. describing
. those actions is attached.
You also invite our comments on your calculations of the salt and water mass
balance for the solar ponds. As You are aware, I'm sure, we requested Mr.
Baier supply to us his complete analysis of that mass balance, including his
assumptions and calculations. He refuses to supply that data except on a
confidential basis. As we explained to Mr. Baier, because we are a public
agency and because this information cannot be considered a "trade" secret,
we cannot accept that condition.
