John Marshak, Toxics Unit <br /> Subject : Response to Comments relating to Disposal <br /> Trench #4 , Forward Class II-1 Disposal Site , <br /> San Joaquin County , California <br /> Persuant to our telephone conversation of 16 , August 1983 , we <br /> understand that verbal approval to commence construction on the <br /> subject facility has been granted by staff of RWQCB#5 and DOHS , <br /> Hazardous Materials Section . Written approval will be forthcoming <br /> immediatley following receipt and approval of contents of this <br /> letter. <br /> To provide clarification of the issues discussed by telephone , we <br /> present the following : <br /> 1 . Undisturbed sample pairs will be collected from the <br /> Engineered embankment which forms the southern boundary` <br /> of the operations area. One pair will be collected for <br /> each 10 ,000 sq . ft . of embankment surface area . Samples <br /> will be tested for permeability using water and leachate . <br /> 2 . The drain blanket placed on the trench floor will have` a <br /> minimum thickness of 1 foot . Staff members of State and <br /> County regulatory agencies are welcome to observe place- <br /> ment of waste shipments in the trench at any time . <br /> 3 . The 41' PVC drain pipe will be underlain by a minimum `4 inch <br /> thickness of Class 2 permeable drain rock. <br /> 4 . The trench floor slopes from south to north at 0 .5% and <br /> from west to east at 2% . The extreme northeast corner of <br /> the trench floor (northeast of the drain ditch) will be <br /> sloped to drain westward , toward the sump . <br /> 5 . The plastic liner will be anchored on the east and west <br /> sides in the embankments as shown on Figure 1 and 3 , <br /> previously submitted . <br /> 6 . The access road from the site entrance to the dumping <br /> strip will be built at origianl grade immediately south <br /> of the north ' site bouri:dary , No portion of this road 'will <br /> traverse completed Group 1 disposal trenches . <br />
