STAFF REPORT <br /> FORWARD, INC., CLASS II-1 DISPOSAL SITE <br /> SAN JOAQUIN COUNTY <br /> Facility Setting <br /> Forward, Inc., operates A Class II-1 waste disposal facility on Austin Road, seven <br /> miles southeast of Stockton (see Attachment) . The South Fork of Littlejohns Creek <br /> traverses the southern portion of the 157 acre site. Semiconfined major ground <br /> water supplies, used for domestic and agricultural purposes, lie below 178 feet. <br /> Discontinuous zones of perched ground water are reported between depths of 55 and <br /> 60 feet. Land within 1,000 feet of the site is used for agriculture. <br /> Existing Monitoring Program <br /> Forward, Inc. 's current Monitoring and Reporting Program was adopted on 23 March <br /> 1973 as part of their Waste Discharge Requirements Order No. 73-183. The program <br /> consists of monitoring ground water, disposal trench leachate, and quantities of <br /> Group 1 and Group 2 solid wastes. <br /> There were originally nine monitoring wells installed at the site (see map *in <br /> proposed Monitoring Program) . However, due to well design and construction., <br /> expansion of the facilities, and accidental loss, only two wells are .presently <br /> functional . Well Nos. 7 and 9 have provided the majority of the ground water data <br /> since the end of 1980. <br /> Leachate detection systems- have been installed in all group 1 disposal trenches. <br /> This system consists of perforated PVC pipes placed on the bottom of trenches <br /> and sloped to a collection sump. A riser pipe extends from the sump to above the <br /> ground surface to facilitate sampling and removal of the leachate. <br /> The waste generators are required to provide analysis and volume of all group 1 <br /> wastes that are to be discharged at Forward's site. Forward is, in turn, respon- <br /> sible for the review of this analysis to see if the material complies with their <br /> Interim Discharge Specifications. Forward is not required to submit the analyses <br /> in their quarterly monitoring reports, but is required to submit the quantity and <br /> disposal location.. <br /> Proposed Revisions to the Monitoring Program <br /> The current ground water monitoring system has not detected a water quality <br /> problem. However, in an effort to upgrade the system to obtain better information ' <br /> and meet more stringent state and federal regulations, we see the need to revise <br /> the current program. <br /> We are proposing that seven additional monitoring wells be installed at locations <br /> already approved by Forward,, Inc. The locations of the wells are shown in the <br /> proposed Monitoring Program. We expect this system will meet RCRA' Interim Status <br /> Document Requirementsand also the revised Subchapter 15 requirements which we <br /> expect to be adopted early next year by the State Board. <br />
