FOOR
305 NORTH EL DORADO STREET
STOCKTON, CALIFORNIA 95202-2398
TELEPHONE (209) 466-5994
t
December 1, 1982 A
3 r
Mr. Bob Fujii
California Regional Water Quality Control Board
Central Valley Region
3201 S Street
Sacramento, CA 95814
Re: Forward, Inc® Class II-1 Landfill, San Joaquin County
- Ponds
Dear Mr. Fujii :
The final sentence of your letter dated 21 July, 1982 to
Forward, Inc. said "We will also work with you and the Farm
Bureau in developing background concentrations that can be used
in determining whether leakage at the ponds has occurred. "
The last sentence of your August 18, 1982 letter said: "We
would also like to discuss the contamination levels (i .e. , levels
below which would indicate no leakage of the liners and above
which would indicate leakage has occurred) so that data that is
being collected can have some meaningful interpretation. "
Mr. Baier has made many requests to you concerning the
development of those concentrations and levels (and I have made
many requests to Mr. Stovall) , but I am not aware of any response
from Forward, Inc. or any state office.
There is now visible evidence that leakage of ponds 1 and 2
has occurred (which supports the computational evidence
previously submitted by Mr . Baier) . That visible evidence is
summarized in my letter to Mr . Stovall dated October 18, 1982, a
copy of which is attached.
