I told Mr . del Conte that I will not be at the <br /> December 10 meeting, but that my consultant, Dwight Baier , will <br /> be present and desires to be heard. Mr . Al Brocchini , who owns <br /> property and has wells to the immediate North and West of the <br /> Forward, Inc, site, and Mr . Mike Gikas, President of the San <br /> Joaquin -Farm Bureau Federation, have told me they also will <br /> attend and desire to be heard. <br /> Mr. Baier will offer specific suggestions concerning <br /> amendments to the proposed Monitoring and Reporting Program dated <br /> 11/23/82. <br /> I am preparing a letter to comment on the Staff Report to <br /> which the proposed "Monitoring and Reporting Program No. <br /> was attached, including weaknesses in the leachate collection <br /> system, the need for copy of analyses provided by waste <br /> generators, the need for a better groundwater monitoring system, <br /> and especially the great need for the monitoring of the <br /> unsaturated zone. <br /> Page 3 of the staff report correctly notes that the San <br /> Joaquin Farm Bureau Federation has voiced strong concerns <br /> regarding the adequacy of not only the monitoring program, but <br /> also the site as a Class II-1 landfill.
