"Can clay liners prevent migration of toxic
leachate?" (July, 1981) ;
2. "Hazardous wastelandfills: some lessons from New
Jersey" (September , 1982) ; and
3. "Does landfill leachate make clay liners more
permeable?" (September, 1982) .
All three articles are from the journal Civil En ineering,
which is the official publication of the American Society of
Civil Engineers. Page 61 describes rainfall as a common avenue
through which excess water will enter the fill® The recent heavy
rains make that reference very timely.
We have previously requested that Board staff schedule a
full hearing on the Forward, Inc® site for the March 25 Boar
Meeting. I am providing a copy of this letter and enclosures for
each Board member and for addressees of Mr . Del Conte' s letter
that preceded the December 10 meeting.
Respectfully submitted,
I qr ONIG & FOOR, INC.
14
AA
RICHARD W.
