ITEM: 5 <br /> SUBJECT: Forward; Inc. , Class II-1 Solid Waste Disposal Site, Austin <br /> Road, San Joaquin County - Consideration of Cease and Desist <br /> Order and/or Approving, With Modifications If Necessary, a <br /> Time Schedule Requiring Forward, Inc. , to Correct or Prevent <br /> Violations of Waste Discharge Requirements <br /> REPORT: Forward, Inc. , operates a Class II-1 waste disposal facility <br /> governed by Order No. 73-183, including a Monitoring and <br /> Reporting Program. <br /> Inspection and evaluation by staff indicate that operation of <br /> the site has resulted in actual or potential violations of <br /> waste discharge requirements. Consequently, the Executive <br /> Officer, under authority delegated by the Board, ordered <br /> Forward, Inc. , to submit a detailed time schedule of <br /> specific actions to correct or prevent the violations.. The <br /> time schedule submitted by Forward, Inc. , with modifications <br /> discussed in the staff report, will bring the disposal site <br /> into compliance with Order No. 73-183. <br /> RECOMMENDATIONS: Adopt the proposed Resolution approving the modified time <br /> schedule. Do not adopt, .at this time, an order to cease and <br /> desist. <br />
