C <br /> STAFF REPORT (1 ) <br /> FORWARD, INC. , CLASS II-1 DISPOSAL SITE <br /> SAN JOAQUIN COUNTY <br /> Forward, Inc. , operates a Class II-1 waste disposal facility on Austin Road, <br /> seven miles southeast of Stockton (see Attachment 1 ). The South Fork of <br /> Littlejohns Creek traverses the southern portion of the 157 acre site. Semi- <br /> confined -major <br /> emiconfined major ground water supplies, used for domestic and agricultural <br /> purposes, lie below 178 feet. Discontinuous zones of perched ground water <br /> are reported at depths of 55 and 60 feet. Land within 1000 feet of the site <br /> is used for agriculture. <br /> The site began operation in January .1978. Only the northeast corner of the <br /> site is currently developed for waste disposal . Existing operations consist <br /> of a Group 2 landfill area, a series of five solar evaporation ponds, and four <br /> Group 1 disposal trenches (see Attachment 2). Over 95% of the Group l solid <br /> waste disposed of to date has been residue from barium and strontium processing <br /> at FMC, Modesto which Forward began accepting in May 1978. Trenches 1 , 2, and <br /> 3 are currently full . Construction of Trench 4 is almost complete. Trench 4 <br /> will have full side wall liners as well as floor liners and a leachate collec- <br /> tion system. <br /> The ponds have received drilling muds and brines and leachate from the trenches <br /> for evaporation volume reduction since April 1980. The ponds are constructed <br /> with a compacted clay liner. <br /> The Forward, Inc. landfill is presently governed by Board Order No. 73-183, <br /> adopted on 23 March 1973' (see Attachment 3). Forward's waste discharge require- <br /> ments permit the disposal of Group 2, Group 3, and certain borderline Group 1 <br /> wastes including pesticide container wash water and other "selected materials <br /> approved by the Executive Officer" In March 1983, staff developed a set of <br /> Interim.Discharge Specifications to allow the site operator to make these <br /> determinations in a consistent manner. <br /> Monitoring is required, under Order No. 73-183, for all hazardous constituents <br /> disposed of at the Forward site. The program consists of monitoring ground <br /> water, disposal trench leachate, and the quantity and location of Group 1 and <br /> Group 2 solid wastes disposed of at the site. <br /> The current ground water monitoring system has not detected a water quality <br /> problem; however, in an effort to upgrade the system to obtain better informa- <br /> tion and to meet more stringent state and federal regulations, the Board, in <br /> December 1982, adopted a revised monitoring and reporting program for this <br /> site. Many of the recent monitoring program revisions .have been implemented <br /> by Forward with the exception of the installation of the additional ground <br /> water monitoring wells.
