a
Testimony of Richard W. Konig, Special Counsel to San Joaquin
Farm Bureau Federation -
1. Allen Morrison, the Assistant Editor of Civil
Engineering has published an evaluation of six harzardous waste
disposal options in the light of long term liabilities, threat to.
groundwater quality and threat to surface water quality, using
three ratings, namely "high" , "low" , or "medium" .
Landfills were rated "high" in long term liabilities and
. threat to groundwater .
Surface impoundments (such as the ponds of Forward, Inc. )
were rated "high" in long term liabilities, threat to groundwater
quality and threat to surface water quality.
2. The 1972 exploratory well logs and other available data
suggest that the soil beneath the ponds will not hold back the
leakage. Cross sections based on those logs will be presented.
An example is attached to this sheet.
3. The importance and sensitivity of groundwater will be
discussed.
4. A comparison will be made of the April 13, 1983
monitoring report and other monitoring reports, Waste Discharge
Requirements and Monitoring and Reporting Program.
5. Photographs and charts will be offered.
Estimated time for Mr . Konig is 15 minutes.
