R
CALIFORNIA REGIONAL WATER
QUALITY CONTROL BOARD
May 9, 1983
Page Four
of waste discharge requirements, there is no documentation
of ground water quality degragation and neither do we feel
it is immediately threatened. ")
The notice indicates a violation with respect to: 'A9
"Surface drainage from tributary areas, and internal drainage
from surface and subsurface sources shall not contact or
percolate through Group 2 waste discharge at the site. "
Upon conversation with the staff we learned that this
alleged violation related to the grading of the Group 2
area and that it needs to be regraded to prevent ponding
and to insure that surface water from precipitation is
drained off the area. As was indicated in our letter
responding to the time schedule requirements, we intend '
to complete the new surface water drainage system and
relocation of primary access roads and regrading of cover
on Group 2 disposal areas as soon as weather permits. We
have already spent approximately one week in this effort
but have been stymied by the continuing rain*. It is
anticipated that five to six working days. will be necessary;
in the meantime the surface runoff from this area has been
conducted through a series of ditches and underdrains into
the evaporation ponds system and there has been no escape of
contaminated water from the site.
The notice indicates a threatened violation of discharge
specification: A-11 "exterior surfaces of the disposal area
shall be graded to promote lateral runoff of precipitation
and to prevent ponding" Upon investigation it appears that'
this violation is based on the fact that ponded- water has
been observed on trench caps #1 and #2 and standing water
observed in the group 2 disposal area. We respond by in-
dicating that we are in the process of placing and compacting
additional fill material on the trench caps, as previously
indicated and in regrading as previously indicated, however
due to inclement weather we have not yet been successful in
completing this.
We hope to have a significant portion of the items
completed prior to the hearing. We will make a progress
report at the hearing.
The notice indicates a violation of provision; B]_
"Disposal of Group 1 and Group 2 wastes shall not commence
until it is determined that the measures necessary to
