") <br /> The notice indicates a violation with respect to: 'A9 <br /> "Surface drainage from tributary areas, and internal drainage <br /> from surface and subsurface sources shall not contact or <br /> percolate through Group 2 waste discharge at the site. " <br /> Upon conversation with the staff we learned that this <br /> alleged violation related to the grading of the Group 2 <br /> area and that it needs to be regraded to prevent ponding <br /> and to insure that surface water from precipitation is <br /> drained off the area. As was indicated in our letter <br /> responding to the time schedule requirements, we intend ' <br /> to complete the new surface water drainage system and <br /> relocation of primary access roads and regrading of cover <br /> on Group 2 disposal areas as soon as weather permits. We <br /> have already spent approximately one week in this effort <br /> but have been stymied by the continuing rain*. It is <br /> anticipated that five to six working days. will be necessary; <br /> in the meantime the surface runoff from this area has been <br /> conducted through a series of ditches and underdrains into <br /> the evaporation ponds system and there has been no escape of <br /> contaminated water from the site. <br /> The notice indicates a threatened violation of discharge <br /> specification: A-11 "exterior surfaces of the disposal area <br /> shall be graded to promote lateral runoff of precipitation <br /> and to prevent ponding" Upon investigation it appears that' <br /> this violation is based on the fact that ponded- water has <br /> been observed on trench caps #1 and #2 and standing water <br /> observed in the group 2 disposal area. We respond by in- <br /> dicating that we are in the process of placing and compacting <br /> additional fill material on the trench caps, as previously <br /> indicated and in regrading as previously indicated, however <br /> due to inclement weather we have not yet been successful in <br /> completing this. <br /> We hope to have a significant portion of the items <br /> completed prior to the hearing.
