August 8, 1983 <br /> Project 116-1.4 <br /> - 5 - <br /> Other Agency Concerns <br /> We reviewed the comments for the State Water Resources Control Board <br /> dated 22, July 1983 and the comments from the California Department of <br /> Health Services dated 22, July 1983. The amended proposals comments <br /> above appear to satisfy most of these concerns however, we will submit <br /> the following discussions in the hope it will provide additional <br /> clarification. <br /> With regard to the comments from the State Water Resources Control Board; <br /> - It is suggested that a permeability test on liner samples be <br /> conducted using full strength leachate to represent the "worst <br /> case" conditions. <br /> - Based upon our discussions with the staff of RWQCB, we have been <br /> informed that this test will not be necessary. <br /> - The minimum final cover thickness will be 3 feet in all locations <br /> over trench and adjacent undisturbed area so that infiltrating <br /> moisture is free to drain away from the edge of the trench as <br /> shown on Plate 1. <br /> With respect to comments submitted by California Department of Health <br /> Services, we submit the following response; <br /> 3A The capacity of the proposed operations area can be obtained using <br /> the dimensions in Plate 1. This drawing demonstrates that the waste <br /> capacity in the north portion of trench #4 will have dimensions of <br /> 350' long, 115' wide (average width) and 25' depth. Following <br /> completion of filling this area, we propose to place a compacted <br /> cover using clean soil material to isolate the FMC waste from any <br /> future waste material placed in the disposal trench. The use of the <br /> temporary liquid retention area will be terminated following <br /> completion of the covering operation or when no further liquid <br /> material is generated in the leachate control system. <br /> 3B The note on Plate 1 of our original proposal stated 4 inches of the <br /> leachate sump collection pipe will be perforated. This was a <br /> typographical error and should have been 4 feet. <br /> 3D We do not propose to key the berm in the south end of trench #4 to <br /> the side walls. A key of this type in the side wall presents <br /> considerable difficulty in achieving compaction in the key area. <br /> Since these facilities will be fully surrounded by liners we do not <br /> anticipate side wall keys to be necessary. The temporary berm <br /> constructed to form the leachate retention area will not be keyed for <br /> the same reason. <br /> 'Beta Associates jj <br />
