Complaint Investigation Summary Report* 5105 <br />COMPLAINT ID: C00050327 Site Location: 1600 N F ST (BEHIND THE HOME IN THE ALLEY) <br />Activity Summary <br />Activity Date <br />08/22/2019 <br />Recorded by <br />Received an email update from Marissa (Senior Office Assistant of Public Works), SINGH <br />she stated the illegal dumping activity that occurred in the alleyway of "F" street is <br />not an issue that Public Works- Road Maintenance responds to. I printed the email <br />and attached it to the complaint. <br />Called Code Enforcement at 209-468-3141,1 spoke with Marcel Mann in regards <br />to the complaint. I informed her of the situation and that Public Works indicated <br />they will not respond to the situation. Marcel will look into it and call me back. <br />Received a call from Marcel, she spoke with Britt Mitchell (209-953-7455) from <br />Public Works. Britt told her that alleyways are county owned but they are not <br />maintained by the county. The property owner on the other side of the fence is <br />responsible for cleaning half of the alley way. <br />08/23/2019 Called Bret Mitchell from Public Works at 209-953-7455 in regards to the <br />reference of the San Joaquin County Ordinance that states home owners are <br />responsible for the clean-up of alley ways. Ordinance Code Title 4, Division 1, <br />Chapter 6 -sections 4-1050 to 4-1053 was emailed to me. <br />I read the ordinance. <br />SINGH <br />08/26/2019 Printed Chapter 6-Abatement of Hazardous Weeds and Rubbish for future SINGH <br />reference. Used parcel viewer to compile a list of properties surrounding the alley <br />way behind 1600 North F Street, Stockton. Drafted a Notice to Abate letter. <br />08/27/2019 Spoke to Melissa Nissim on the phone about the homeless living in the alley way. SINGH <br />Then I sent her an email with the August 19, 2019 photo log. <br />Referred complaint to the housing unit. The housing unit will pick up the complaint. <br />08/28/2019 Called the Sheriffs Department to have someone dispatched for an inspection of SUSZYCKI <br />the homeless camp. Called at 0810. <br />Called again at 1110. They said its on the board. <br />Sheriff called at 1400 and said they would send some out now. <br />08/28/2019 Visited the site with CDD and the Sheriffs Dept. Observed 3 people living in the SUSZYCKI <br />alley, 2 cots, a bed role, a tent, lots of needles/other drug paraphernalia, alcohol <br />containers, and lots of trash. <br />08/29/2019 Uploaded pictures from my inspection and used them to create a photographic SUSZYCKI <br />log. I then filled out an encampment inspection report. <br />I turned the report into Melissa for review. <br />09/18/2019 Site visit-Found out that an organization started clean up at the site. No one on <br /> NISSIM <br />site but there was a some junk and trash along with 30+ tires. Talked to Kasey <br />and Robert. <br />09/20/2019 Visited the alley to do a status check. I did not observe anyone living there and SUSZYCKI <br />some of the trash had been removed. <br />09/20/2019 Uploaded and printed out copies of the pictures taken during the visit.
