The local San <br /> Joaquin Council of Governments has a habitat program for which approval has to be gained once a habitat mitigation <br /> fees is paid by the developer. The SJCOG confirm no permit has been obtained from them and nor has any fees <br /> been paid. California Water Boards the formal entity that manages the storm water program has not been contacted <br /> and nor as an approval obtained form them. However, on a daily basis diesel truck related repairs are conducted on <br /> the property which has the potential for the discharge from trucks pose a high risk to contaminate the ground. The <br /> proeprty uses a local water well.
