Central Valley Regional Water Quality Control Board

22 September 2021
Ms. Andrea Wing
Principal Program Manager
c/o Equilon Enterprises LLC dba Shell Oil Products US
20945 S. Wilmington Ave.
Carson, CA 90810
Former Shell Service Station #204-7524-3505 (T0607700697),
2575 Country Club Boulevard, Stockton, San Joaquin County
Dear Ms. Wing,
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff
reviewed the Delineation Assessment Work Plan (Work Plan), dated 29 July 2021,
submitted on your behalf by Wayne Perry, Inc. (WPI). The Former Shell Service Station
is located at 2575 Country Club Boulevard in Stockton (Site).
In the Work Plan, WPI proposes to advance three (3) soil borings to approximately
8 feet below ground surface (ft bgs), and to collect a grab groundwater samples from
each boring. WPI will submit grab groundwater samples for laboratory analysis for total
purgeable petroleum hydrocarbons, benzene, toluene, ethylbenzene, total xylenes,
methyl tertiary butyl ether, tertiary butyl alcohol, ethyl tertiary butyl ether, tertiary amyl
methyl ether, and di-isopropyl ether.
Central Valley Water Board staff concurs with the areal locations of the borings for
lateral delineation; however, staff does not concur with a predetermined sample depth.
Staff recommends that WPI’s geologist select an appropriate sample depth based on
the geology of the borings and the migration of dissolved oxygenates. Please submit a
results report by 30 December 2021.
You must comply with all local permitting requirements. Please provide me with at least
three (3) working days’ notice to allow me the opportunity to observe.
