Eleventh St., Tracy
APN 250-150-16, -17, -18, SR0085874
The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate
Loading (SSNL) Study, dated September 38, 2022 for the above noted location, and has the following
comments for your consideration.
The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment
system (OWTS) for a proposed ARCO gas station and AM/PM convenience store.
Based on the information provided, the EHD can make the following findings:
a. Based on the information provided the EHD finds that the SSNL Study does not support the
suitability for standard OWTS usage for the proposed development pursuant to San Joaquin
Development Title 9, Section 9-1105.2(d). The proposed OWTS usage will cause a long term
buildup of Nitrate-Nitrogen in the groundwater of 36.2 mg/L; this is above the acceptable Maximum
Contamination Limit of 10 mg/L established by the California Water Resources Control Board.
b. EHD requires an OWTS designed by a California Registered Engineer. Submit engineered OWTS
design plans under a service request form to this department for the septic system. The design
must mitigate the excessive long term buildup of Nitrate-Nitrogen in the groundwater from the
proposed OWTS usage (OWTS Standards Section 7.1, 7.2).
c. The Percolation test conducted on September 13, 2022 yielded a percolation rate of 5.68 min/inch.
At this rate, a minimum 8 feet of soil separation is required between bottom of the dispersal field
and the groundwater. The SSNL reports groundwater level between 15 to 38 feet below surface
grade. (San Joaquin County OWTS Standard Table 1.10.2).
If you have any questions please contact Aldara Salinas, Environmental Health Specialist, at
asalinas@sjgov.org or (209) 616-3019.
Cesar Ruvalcaba, REHS
Lead Senior
c: Abby Racco, 407 W.
