<br />Page 3 of 10 <br />CONDOR EARTH SITE SPECIFIC HEALTH & SAFETY PLAN <br /> <br />Condor Earth has adopted the following Health & Safety Plan. The purpose of this plan is to provide health <br />and safety precautions for the initial and subsequent site visits during work operations. <br /> <br />All work will be done in general accordance with current OSHA regulations. A tailgate safety meeting will <br />be held prior to commencement of work each day and a Health & Safety Plan will be discussed with and <br />presented to all crewmembers for their signatures. <br /> <br />This Health & Safety Plan is limited to provisions for safe work practices related to potential exposure to <br />unknown contaminants, as well as machinery employed during drilling operations. <br /> <br />GENERAL SAFETY MEASURES <br />Access to the project site shall be limited by the exclusion zone. The exclusion zone shall include an area <br />at least 20 feet from the drill rig or excavation and associated equipment. Personnel not directly involved <br />with the project shall not be allowed in the exclusion zone, and appropriate personal protective equipment <br />must be worn. <br /> <br />All Condor personnel, subcontractors, and consultants shall adhere to the provisions of the Condor Site Safety <br />Plan including all applicable elements of the Condor Illness and Injury Prevention Program (IIPP). <br /> <br />All of the above personnel who participate in fieldwork at the site will attend a safety indoctrination provided <br />by the Condor Site Safety Officer. The Condor Site Safety Plan is maintained with the work plan. Copies of <br />the work plan and health and safety plan shall be available to all working units of Condor, its subcontractors, <br />and consultants. <br /> <br />SITE SAFETY OFFICER RESPONSIBILITIES <br />The Site Safety Officer shall monitor all activities of equipment and personnel at the project site. Site Safety <br />Officer responsibilities will include the following: <br /> <br />1. Limiting access to the exclusion zone to authorized personnel. <br />2. Providing a written log of on-site activities and events. <br />3. Notification of regulatory agencies during emergency procedures. <br />4. Enforcement of contaminant exposure site safety precautions. <br />5. Documenting all injuries and safety incidents. <br /> <br />Should drilling or excavating in soils encounter soils containing organic vapors and/or liquid contaminants, <br />all personnel shall undertake the following precautions: <br /> <br />Ambient Air Monitoring/Respirator Requirements <br />Benzene, a constituent of petroleum products, will be used as an indicator parameter for ambient air <br />monitoring. Because benzene is a suspected carcinogen and, therefore, highly regulated, it will be useful as <br />a conservative indicator parameter. The following discussion assumes that exposure to benzene is a <br />possibility; thus, a safety measure for other potential air-borne contaminants is achieved. <br /> <br />a. Breathing zone vapor at a concentration of 1.0 ppm or greater at the drilling or excavation area, <br />as detected by PID, requires site personnel to use a respirator with organic vapor cartridges <br />while working in the exclusion zone. As a reference, the OSHA-PEL for benzene is 1.0 ppm. <br />b. Breathing zone vapor at a concentration of 1.0 ppm or greater requires the site manager to <br />monitor the site perimeter (concentrating in the down wind direction).
