A N J O A Q U IN Environmental Health Department <br /> COUNTY— <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Jazz Group Inc. 2142 W YOSEMITE AVE, MANTECA September 28, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open (not tightly closed)hazardous waste storage containers were observed in the <br /> outdoor hazardous storage area. <br /> -One 55-gallon black steel drum and one 5 gallon container with spent absorbent <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class II. <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> OBSERVATION: The facility has a used oil hazardous waste tank but does not have three years of complete daily <br /> tank inspection records on site. <br /> REGULATION GUIDANCE: <br /> (a)The owner or operator shall inspect,where present, at least once each operating day: <br /> (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to <br /> ensure that it is in good working order; <br /> (2)the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br /> (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br /> gauges, monitoring wells)to ensure that the tank system is being operated according to its design; <br /> (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank <br /> system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous <br /> waste (e.g.,wet spots, dead vegetation); and <br /> (5)for uncovered tanks,the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br /> (c)The owner or operator shall document in the operating record of the facility an inspection of those items in <br /> subsection (a)of this section. <br /> CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br /> inspections.
