(Partner) is pleased to submit this proposal to provide environmental <br /> services for the above-referenced property. To authorize Partner to proceed with this project, please sign <br /> and date the attached Authorization and forward the entire agreement by fax or email to Partner. <br /> Project History <br /> Partner completed a Phase I Environmental Site Assessment Report (Phase 1) for the subject property, dated <br /> October 15, 2021, on behalf of Aung Ong. Based on the information reviewed and the site reconnaissance, <br /> the subject property consists of one parcel of land comprising approximately 0.51 acre located on the west <br /> side of North EI Dorado Street and the south side of East Magnolia Street within a mixed commercial and <br /> residential area of Stockton, San Joaquin County, California. The subject property is currently developed <br /> with a single-story building, which was constructed in 1972. The subject property is currently occupied by <br /> offices for New Hope Ministry (church); Hope Community Church; Rich Friend LLC; JLS Auto Sales; Hands <br /> Free Transportation; Covenant Transportation; Brett Green and Associates; Crown North Insurance; and <br /> Leela Paniagua Immigration Services,all for commercial use. In addition to the current structure,the subject <br /> property is also improved with an asphalt-paved parking area. <br /> According to available historical sources, the subject property was formerly developed for residential use <br /> from as early as 1895 to 1930; developed as an automobile service facility between circa 1930 and circa <br /> 1960; and developed in stages with the current office building starting in 1965 and continuing to 1972. <br /> The following recognized environmental condition (REQ was identified in the Phase I: <br /> • According to the review of city directories, fire insurance maps, and environmental database records, <br /> the subject property was occupied by an automobile service facility as early as 1930 until circa 1960. <br /> Partner was unable to locate any records regarding the decommissioning of the facility. The lack of <br /> documentation regarding the historical automobile service facility constitutes a REC. <br /> Based on available information from the State Water Resources Control Board (SWRCB) GeoTracker <br /> database for a Leaking Underground Storage Tank (LUST) Cleanup Site (facility identification number <br /> T0607700471) located approximately 0.4 mile to the southeast of the subject property, groundwater in the <br /> vicinity of the subject property is anticipated to be first encountered at approximately 20 feet below ground <br />
