This meeting was <br />attended by representatives of California Regional Water Quality <br />Control Board (RWQCB), the California Department of Health Services <br />(DOHS), California Integrated Waste Management Board (CIWMB), <br />Forward Inc., and the Department of San Joaquin County Public <br />Health Services (PHS). I have sent this letter to summarize our <br />understanding of what was discussed and resolved at this meeting. <br />Forward has been accepting petroleum - contaminated soils and <br />treating the contaminated soils by aeration in waste management <br />unit G of the landfill. After the contaminated soils have been <br />treated to an acceptable level of petroleum product according to <br />RWQCB Waste Discharge Requirement order #89-148, the soils are then <br />utilized as a daily cover or used for foundation for cap at <br />closure. <br />PHS had several concerns about Forward, Inc. acceptance, treatment, <br />and disposal of petroleum contaminated soils, and responded to <br />Forward's contaminated soil program with its letter of April 28, <br />1990. <br />At the meeting, there was five main topics discussed concerning the <br />acceptance of contaminated soils: <br />1. WASTE CHARACTERIZATION <br />Dr. Akali Igbene of Mogu Environmental Technologies <br />Consultant, for Forward Inc. presented a proposal for <br />waste characterization of the contaminated soils. Dr. <br />Igbene proposal appeared to be satisfactory to all <br />agencies present. Dr. Igbene is in the process of <br />preparing these Waste Characterization forms. PHS will <br />review this proposal when it is submitted. <br />A Division of Sari Joaquin County Health Care Services <br />
