MONITORING AND REPORTING PROGRAM -13- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />SAN JOAQUIN COUNTY <br />CONTAMINATED SOILS MONITORING <br />Monitoring requirements for soils accepted for aeration in WMU G are as follows: <br />Report in Sampling <br />Parameter/Constituent Units of Frequency <br />Amount of soil aerated Cubic Yards Every Lot* <br />Before aeration: <br />TPH mg/l Every Lot* <br />BTX&E µg/l Every Lot* <br />After aeration: <br />TPH mg/l Every Lot* <br />BTX&E µg/l Every Lot* <br />Final disposition of soil -- Every Lot* <br />TPH shall be measured using the modified EPA Method 8015. BTX&E shall be <br />measured using EPA Method 602. <br />* The total amount of contaminated soil accepted from a site (gas station, pipeline spill, etc.) shall <br />be defined as a lot. For every lot of soil, representative testing for TPH and BTX shall be <br />conducted before the soil is accepted at Forward, Inc. If the lot can be aerated all at once, then <br />at least one sample shall be collected and tested to establish post -aeration values for TPH and <br />BTX. If the lot must be split into groups for aeration, then at least one sample shall be collected <br />from each group and tested for TPH and BTX. <br />Data from contaminated soil monitoring shall be organized in a tabular form and <br />submitted to the Board on a quarterly basis. <br />STATISTICAL PROCEDURES FOR DETERMINING SIGNIFICANT INCREASES <br />The significance of increases in indicator parameters and waste constituents over <br />water quality protection standards shall be established using the statistical <br />procedure described in the ground water monitoring plan requested in Order No. <br />88-023, Provision C. 15. <br />
