STANDARD PROVISIONS AND REPORTING REQUIREMENTS September 1993 FOR WASTE DISCHARGE REQUIREMENTS FOR DISCHARGES REGULATED BY CHAPTER 15 AND/OR PART 258 -12- a. t2_a. For the Volatile Organics Monitoring Parameter For Water Samples[VOCtivarer]: For any given Monitoring Point, the VOC water Monitoring Parameter is a composite parameter addressing all detectable VOCs. The Discharger shall conclude that a release is tentatively indicated for the VOCwater Monitoring Parameter if the data for any Monitoring Point contain either i. two or more qualifying VOCs that equal or exceed their respective MDLs, or ii. one qualifying VOC that equals or exceeds its PQL. b. For the Volatile Organics Monitoring Parameter For Soil Pore Gas Samples [VOCSP9.J: The VOCspg Monitoring Parameter is a composite parameter for soil pore gas addressing all VOCs detectable using either GC or GC/MS analysis of at least a ten liter sample of soil pore gas (e.g., collected in a vacuum canister). It involves the same scope of VOCs as does the VOC water Monitoring Parameter. The Discharger shall conclude that a release is tentatively indicated for the VOC Monitoring Parameter if the data for any Monitoring Point contain either i. two or more qualifying VOCs that equal or exceed their respective MDLs, or H. one qualifying VOC that equals or exceeds its PQL. C. For Constituents of Concern: The Discharger shall conclude that a release is tentatively indicated if the data for any Monitoring Point contain either i. two or more qualifying constituents that equal or exceed their respective MDLs, or ii. one qualifying constituent which exceeds its PQL. SPONSE TO A RELEASE General 1. If the Discharger determines that there is significant statistical evidence of a release (i.e. the initial statistical comparison or non-statistical comparison indicates, for any Constituent of Concern or Monitoring Parameter, that a release is tentatively identified), the Discharger shall immediately notify the Board verbally as to the Monitoring Point(s) and constituent(s) or parameter(s) involved, shall provide written notification by certified mail within seven days of such determination [2550.80(1)], and shall carry out a discrete retest(see below). If the retest confirms the existence of a release, the Discharger shall carry out the requirements of 3.below. In any case, the Discharger shall inform the Board of the outcome of the retest as soon as the results are available, following up with written results submitted by certified mail within seven days of completing the retest.
