If these soils are waived from any <br /> requirement to be handled or discharged as hazardous wastes and the wastes meet all of the <br /> requirements in Waste Discharge Requirement Order No. 89-148 and the attached Monitoring <br /> and Reporting Program, then the soils may be discharged to the appropriate waste <br /> management unit at Forward. Nothing in this letter should be construed as a requirement that <br /> Forward accept these soils.
