WASTE DISCHARGE REQUIREMENTS -3- <br /> FORWARD INC.,FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> WASTES AND THEIR CLASSIFICATION <br /> 6. The Discharger proposes to discharge wastes classified under Chapter 15 as designated waste, <br /> nonhazardous solid waste and inert waste to the Class II landfill units. The Class III landfill units will <br /> only receive wastes classified as nonhazardous solid waste and inert waste. These wastes include, but <br /> are not limited to, asbestos, commercial and industrial waste, municipal solid waste, coal and wood <br /> ash,contaminated soils, construction and demolition waste, shredder waste and dewatered sewage <br /> sludge. <br /> 7. The Discharger proposes to discharge wastes containing greater than one percent(>1%) friable <br /> asbestos in WMUs D and H. These wastes are classified as `hazardous' under Title 22 of CCR. <br /> However,because these wastes do not pose a threat to ground water quality, Section 25143.7 of the <br /> Health and Safety Code permits their disposal in any landfill which has waste discharge requirements <br /> that specifically permit the discharge,provided that the wastes are handled and disposed of in <br /> accordance with applicable statutes and regulations. <br /> 8. The Department of Toxic Substances Control (DTSC)has granted shredder waste a variance,for the <br /> purposes of disposal, from hazardous waste management requirements pursuant to Section 66310, <br /> Title 22 of the CCR. Shredder waste is any non-recyclable waste which results from the shredding of <br /> automobile bodies (from which batteries, mufflers, and exhaust pipes have been removed),household <br /> appliances, and sheet metal. <br /> 9. `Hazardous waste' which has received a variance from DTSC for the purposes of disposal is <br /> classified as a `designated waste' pursuant to Section 2522 of Chapter 15. <br /> 10. The Discharger proposes to discharge shredder waste to WMUs D and H equipped with composite <br /> liners. <br /> 11. The Discharger proposes to discharge sewage and water treatment sludges to WMUs D and H <br /> equipped with composite liners. <br /> 12. The Discharger proposes to discharge soils contaminated with less than hazardous levels of petroleum <br /> hydrocarbons to WMU G, a land treatment unit. Contaminated soils are also stored in WMU G prior <br /> to treatment. Stored soils are covered with plastic sheeting until they are spread in the treatment area or <br /> waste pile. Following treatment, the soils are used as daily or intermediate cover in compliance with <br /> Title 14 regulations, or discharged to WMU D. <br /> 13. Leachate from the landfill units and liquid wastes described in Discharge Specification B.6 are <br /> proposed for discharge to WMU F, a Class II surface impoundment. These wastes are classified as <br /> `designated wastes' using the criteria set forth in Chapter 15. The location of WMU F as shown on <br /> Attachments B and C is tentative and may be changed. This final location will be specified in WMU F <br /> design and construction specifications that will be submitted to the Board for approval. <br />
