J <br /> WASTE DISCHARGE REQUIREMENTS -12- <br /> FORWARD INC.,FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> this requirement shall close by 9 October 1996,unless otherwise extended by the Board. (40 <br /> CFR 258.16) <br /> 20. Dewatered sewage or water treatment sludge may be accepted for disposal if the sludge contains <br /> at least 20 percent solids (primary sludge) or 15 percent solids(secondary sludge), is mixed with <br /> refuse at a minimum solids-to-liquid ratio of 5:1 by weight and shall not exceed the initial <br /> moisture holding capacity of the solid waste. <br /> 21. Dewatered sewage or water treatment sludges shall only be landfilled in units D and H equipped <br /> with composite liners. <br /> 22. Leachate generation by a landfill unit LCRS shall not exceed 85% of the design capacity of the <br /> sump pump. If leachate generation exceeds this value or if the depth of fluid in an LCRS exceeds <br /> the minimum needed for pump operations then the Discharger shall immediately cease the <br /> discharge of sludges and other high-moisture wastes to the landfill unit and shall notify the Board <br /> in writing within seven days. Notification shall include a timetable for corrective action necessary <br /> to reduce leachate production. <br /> SURFACE IMPOUNDMENT SPECIFICATIONS <br /> 23. Design and construction plans and specifications shall be submitted to the Board for approval <br /> before construction of any surface impoundment. After surface impoundment construction, a <br /> construction quality assurance report shall be submitted to the Board and approved by Board <br /> staff prior to operation of the surface impoundment. <br /> 24. Leachate generation by a surface impoundment LCRS shall not exceed 85% of the design <br /> capacity of the sump pump. If leachate generation exceeds this value or if the depth of fluid in an <br /> LCRS exceeds the minimum needed for safe pump operation,then the Discharger shall <br /> immediately cease the discharge of waste,excluding leachate,to the impoundment and shall <br /> notify the Board in writing within seven days. Notification shall include a timetable for remedial <br /> action to repair the upper liner of the impoundment or other action necessary to reduce leachate <br /> production. <br /> LAND TREATMENT UNIT SPECIFICATIONS <br /> 25. WMU G, a land treatment unit,may be sited at any point in the area described in Attachment B. <br /> WMU G may not overlay any existing elements of a WMU. Design and construction plans shall <br /> be submitted to the Executive Officer for approval before construction of any land treatment unit. <br /> 26. As site conditions change,WMU G may be shifted to another point in the area described in <br /> Attachment B. The new location must be approved by Board staff. <br />
