CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 94- <br /> FOR <br /> FORWARD INCORPORATED <br /> FORWARD LANDFILL <br /> CLASS H AND CLASS EE[LANDFILLS <br /> CLASS H LAND TREATMENT UNITS, CLASS II WASTE PILES <br /> CLASS II SURFACE IMPOUNDMENTS <br /> POSTCLOSURE OF CLASS I LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Ground water monitoring data indicate a release from landfill and/or other waste management units <br /> at this facility. Currently (Fall 1993), ground water contaminant concentrations are near or below <br /> MCLS for several volatile organic compounds. The Discharger is evaluating ground water <br /> conditions and pollutant sources at the site. The Discharger previously capped WMU A, removed <br /> unlined liquid disposal ponds, and improved landfill cover,grading and drainage controls. Current <br /> data indicate contaminant concentrations are decreasing. The Discharger is preparing revised <br /> technical reports pursuant to Article 5 to formalize a corrective action program at the facility in <br /> addition to a detection monitoring program. Once the Discharger's technical reports are completed, <br /> both this monitoring program and the program required by Department of Toxic Substances <br /> Control (DTSC) as part of its postclosure permit for WMU A will be modified. <br /> Compliance with this Monitoring and Reporting Program, and with the companion Standard <br /> Provisions and Reporting Requirements,is ordered by Waste Discharge Requirements Order No. <br /> 94-®. Failure to comply with this Program, or with the Standard Provisions and Reporting <br /> Requirements,constitutes noncompliance with the WDRs,its amendment, and Division 7 of the <br /> Water Code, and can result in the imposition of civil monetary liability. <br /> A. REPORTING <br /> The Discharger shall report monitoring data and information as required in the Monitoring and <br /> Reporting Program and as required in the Standard Provisions and Reporting Requirements. <br /> Reports which do not comply with the required format will be REJECTED and the Discharger <br /> shall be deemed to be in noncompliance with the WDRs. <br /> In reporting the monitoring data, the Discharger shall arrange the data in tabular form so that the <br /> date, the constituents, the concentrations, and the units are readily discernible. The data shall be <br /> summarized in such a manner so as to illustrate clearly the compliance with waste discharge <br /> requirements. <br /> Quarterly, semiannual, and yearly monitoring reports shall be submitted to the Board by the 15th <br /> day of the month following the calendar quarter in which the samples were taken. <br />
