(Facility No. 39 -AA -0015) <br />k <br />6 <br />Dear"'Mr. Goodwin: <br />Your August 31, 1990 letter requesting an alternative trust <br />agreement for the Forward, Inc. solid waste landfill has been <br />received and reviewed by the Financial Assurances Branch of the <br />California Integrated Waste Management Board (CIWMB). <br />The Financial Assurances Branch has determined the suggested <br />changes to the required wording to be unacceptable. The trust <br />agreement, as identified in Title 14, California Code of <br />Regulations, Chapter 5, Article 3.5, Section 18284(b), is only <br />acceptable if it is utilized without changes. <br />If Forward, Inc. and Stockton CoGen Company wish to enter into an <br />internal agreement regarding refunds from the trust agreement, that <br />is within their abilities.
