(Arcadis) has prepared this Work Plan Amendment for the Central <br />Valley Regional Water Quality Control Board (Central Valley Water Board) for the <br />above-mentioned site (Figure 1). In a letter dated March 22, 2021, the Central <br />Valley Water Board requested CEMC to submit a proposed schedule to <br />implement the SAIC Energy, Environment & Infrastructure, LLC (SAIC) Soil <br />Investigation Work Plan (Work Plan) dated May 10, 2013 and submit a soil <br />investigation report. The objective of the Work Plan was to investigate a <br />previously observed petroleum hydrocarbon seep at the site. The Central Valley <br />Water Board requested that CEMC proceed with the implementation of the Work <br />Plan in their letter dated May 21, 2013. <br />On behalf of CEMC, Arcadis submitted a response letter on April 23, 2021 with <br />proposed schedules to implement the Work Plan, which was contingent upon <br />securing permission from the property owner to conduct a site visit and <br />implement the Work Plan. Due to an inability to connect with the property owner, <br />Arcadis notified the Central Valley Water Board of the property access delays in <br />letters dated July 1 and July 29, 2021, and requested modifications to the <br />proposed Work Plan implementation and reporting schedule. The Central Valley <br />Water Board approved the most recent extension request in their letter dated <br />August 5, 2021 (Attachment A). <br />On July 6, 2021, CEMC and Arcadis met onsite with the property owner to <br />assess the current site conditions and select proposed soil boring locations to <br />investigate the petroleum hydrocarbon seep northwest of the former pump house <br />building.
