GeosMtec'' <br /> consultants <br /> 1. INTRODUCTION <br /> This Underground Storage Tank (UST) Data Gaps Work Plan (Work Plan) has been <br /> prepared in accordance with the Central Valley Regional Water Quality Control Board <br /> (RWQCB) letters dated 26 September 2017 (RWQCB, 2017), 16 February 2018 <br /> (RWQCB, 2018a), 20 September 2018 (RWQCB, 2018b), and 5 December 2018 <br /> (RWQCB, 2018c) provided in Attachment 1. This Work Plan addresses data gaps in the <br /> characterization of potential soil contamination at four former UST sites located at Rough <br /> and Ready Island (RRI), Port of Stockton (Figure 1). This Work Plan has been updated <br /> to include the additional data gaps investigation activities requested by the RWQCB in <br /> their 20 September 2018 letter and presented in Geosyntec Consultants, Inc. <br /> (Geosyntec)'s Draft Addendum to Draft UST Data Gaps Investigation Work Plan dated <br /> 9 November 2018 (Geosyntec, 2018; Attachment 2) and the site visit on 9 January 2019 <br /> with Mr. John Murphy of the RWQCB to locate proposed boring(s)at each UST location. <br /> 1.1 Purpose and Obiectives <br /> Four former UST sites located at RRI are potentially eligible for closure under the Low- <br /> Threat Underground Storage Tank Case Closure Policy (LTCP). However, specific data <br /> gaps remain,prohibiting a full evaluation for no further action at these sites.The objective <br /> of this plan is to describe the procedures for the collection and analysis of additional <br /> subsurface soil data to address these data gaps. <br /> 1.2 Site Background <br /> RRI historically housed USTs that supported various naval activities on the island. The <br /> soil and ground water conditions in the vicinity of the USTs were initially investigated <br /> following their removal and the results reported in technical reports that were submitted <br /> to the RWQCB. The UST locations meet nearly all general and media-specific criteria <br /> for closure under the LTCP program; however, based on discussions with the RWQCB, <br /> additional data is needed to complete the LTCP evaluation and conclude case closure <br /> with no further action. The sections below describe the data gaps associated with each <br /> UST that need further investigations.Figures 2 through 5 provide the referenced historical <br /> sampling locations and the proposed sampling strategy for this data gaps investigation. <br /> 20190122- FINAL UST Data Gap Work Plan 1 22.01.2019 <br />
