EDMUND G.BROWN JR.
_! PPP GOVERNOR
CALIFORNIA ` MATTHEW R RDRIOUEZ
CRETARY
WaterBoards ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
5 December 2018
Jeffrey D. Wingfield
Port of Stockton California
P.O. Box 2089
Stockton, California 95201
CENTRAL VALLEY WATER BOARD RESPONSE TO: DRAFT ADDENDUM TO DRAFT UST
DATA GAP INVESTIGATION WORK PLAN, ROUGH AND READY ISLAND PORT OF
STOCKTON, SAN JOAQUIN COUNTY, CALIFORNIA
Dear Mr. Wingfield,
California Central Valley Regional Water Quality Control Board (Central Valley Water Board)
staff have reviewed the 9 November 2018 Draft Addendum to Draft UST Data Gap Investigation
Work Plan (Addendum). Prepared by Geosyntec Consultants on behalf of the Port of Stockton
(Port), the Addendum serves as a response to Central Valley Water Board comments to the 30
July 2018 Draft UST Data Gap Investigation Work Plan (Work Plan) and incorporates changes
to the Work Plan to satisfy those comments.
In response to Central Valley Water Board comments, the Port has agreed to add three soil
samples to be tested for total petroleum hydrocarbons (TPH) and benzene at Underground
Storage Tank (UST) Site 817B. However, the Port does not agree to collect groundwater
samples from monitoring wells 917-3, 917-4, and 917-10 because these wells were tested as
part of the June 2018 groundwater monitoring event. Instead, the Port recommends evaluating
the June 2018 groundwater data in conjunction with the UST Site 817B soil data. The Port has
also agreed to collect an additional grab groundwater sample UST Site 9168.
Central Valley Water Board staff concur with the Addendum, responses to Central Valley Water
Board comments, and changes to the original Work Plan. Central Valley Water Board staff also
concur with the Port's proposal to evaluate June 2018 groundwater results in conjunction with
the soil data that will be collected at UST Site 817B.
If you have questions about this letter, please feel free to contact me by phone at (916) 464-
4636 or email at iohn.murphy a_waterboards.ca.gov.
S\ONAL G
Sincerely, o oo
Q JOHN T, O
MURPHY JR. cn
o h n T.
