DRAFT Geosyntec <br /> consultants <br /> 3.1.5 Summary of 1998 to 2008 Investigation Data <br /> ERS summarized the data in the investigation data in their UST 817B and UST 916B Site <br /> Characterization Report(2008). Collectively, the results of the investigations were compared to <br /> Industrial Preliminary Remedial Goals (PRGs) established by the United States Environmental <br /> Protection Agency(USEPA) Region 9 in 2008 and indicated: <br /> • TPHg was detected in 22 of 62 samples ranging in concentration from 0.37(J1) to <br /> 13,000 milligrams per kilogram (mg/kg); <br /> • TPHd was detected in 9 of 46 samples ranging in concentrations from 12(J) to <br /> 1,300(J) mg/kg; <br /> • TPHmo was detected in 6 of 45 samples ranging in concentrations from 16 to 180(J) <br /> mg/kg; <br /> • BTEX was detected in the samples above the industrial PRG of 29 mg/kg in fur of 67 <br /> soil samples. Three soil samples were collected during excavation and the soil no <br /> longer remain on-Site; and <br /> • Ethylbenzene was detected above the industrial PRG of 29 mg/kg in four of 67 soil <br /> samples. Three soil samples were collected during excavation and the soil no longer <br /> remain on-Site. <br /> 3.1.6 Groundwater Monitoring <br /> There are 14 groundwater monitoring wells associated with UST 817B. Six wells were installed <br /> during the 1998 initial investigation and the remaining eight wells were installed during the <br /> subsequent 1999 investigation. One hundred and twenty ground water samples were collected <br /> between September 1998 and August 2008. The results of the groundwater monitoring indicated <br /> that TPHg, TPHd, TPHmo, BTEX, MTBE, and 1,2-dichloroethane were detected in the <br /> groundwater. Sampling locations and analytical results are presented and discussed in detail in <br /> ERS's UST 817E and UST 916E Site Characterization Report(ERS, 2008). <br /> 3.1.7 Corrective Action Plan <br /> In 2010 ERS, on behalf of the Port, prepared a Corrective Action Plan(Draft CAP)to address <br /> residual petroleum hydrocarbons in soil and groundwater contamination at UST 817B to reduce <br /> the time required to achieve water quality objectives (ERS, 2010). For UST 81713, ERS proposed <br /> to conduct excavation, pumping, groundwater amendment with an oxygen-releasing compound, <br /> and soil treatment. ERS also indicated that one groundwater monitoring well would be installed <br /> near the excavation area to monitor groundwater conditions and evaluate effectiveness of the <br /> remedy. <br /> The Draft CAP was submitted to the CVRWQCB for review. In a letter from the CVRWQCB <br /> dated June 22, 2010, the CVRWQCB indicated that additional clarification was needed regarding <br /> remedial goals for both soil and groundwater and that an evaluation of the potential for vapor <br /> 1 Value estimated by analytical laboratory. <br /> Draft Soil and Soil Vapor Investigation 6 August 30,2019 <br />
