Work Plan, PFAS Site Inspection <br />Naval Computer and Telecommunications Station Stockton, California Background Information <br /> 2-7 DCN: TRBW-0202-5183-0010 <br />45 boundary; and monitoring wells W‐61, W‐86, and W‐88 that are located approximately 70 to <br />150 feet west of Site 45. <br />Site 45 is unoccupied by any structures other than a chain‐link fence. The fence encloses the former <br />and present soil stockpiles, an area of approximately 90,000 square feet (approximately two acres). <br />The soil stockpile from Site 3 (approximately 2,500 cubic yards) remains within the fenced area. <br />The stockpile, which was photographed during a site visit by Geosyntec personnel in March 2019, <br />is partially covered with plastic sheeting weighted with tires and covered with soil and some <br />vegetation. <br />The Navy began investigating Site 45 in 1996 by collecting soil and groundwater samples based <br />on the presence of soil mounds of unknown origin and apparent soil staining. TPH (motor oil), <br />volatile organic compounds (VOCs), and metal have been detected in groundwater; <br />Polychlorinated biphenyls (PCBs), semi-volatile organic compounds (SVOCs), and pesticides <br />have not been detected in groundwater in the vicinity of Site 45 (ERS 2008). <br />Based on the findings of historical soil and groundwater sampling, results of the site research, and <br />interviews with persons knowledgeable of the site, the PA recommended soil sample collection <br />from the 2,500-cubic-yard Site 3 stockpile for PFAS analysis. Groundwater sampling of existing <br />nearby downgradient wells for PFAS analysis during the PFAS SI was also recommended. <br />2.4.2.3 AOC 01 - Firehouse #1 <br />AOC 01- Firehouse #1 Building 705 is one of two former fire stations at NCTS Stockton. The <br />former Firehouse #1 is located at the southwest corner of Cavanaugh Avenue and the Embarcadero <br />(Figure 1-2). Building 705 is a two-story rectangular structure with a hose-drying tower. Inside, in <br />addition to two truck bays, there is office space on the ground floor and sleeping quarters along <br />with a kitchen and laboratory area upstairs. The area surrounding Firehouse #1 is landscaped with <br />grass and trees. An asphalt driveway leading to the truck bays is located along the west side of the <br />building. South of the building is a large gravel parking lot. During the 2019 Trevet-Bay West site <br />visit, approximately 30 empty 5-gallon buckets of AFFF dated January 1981 were observed on the <br />ground floor in the truck bay. The building is currently vacant. <br />According to interviews conducted by Trevet-Bay West, no equipment testing was conducted <br />inside or outside of the building, nor were any fire training activities conducted in the vicinity of <br />Firehouse #1. However, if any foam equipment testing or firefighting training activities using foam <br />were conducted on the concrete areas outside the station or in the parking lot, the storm drain, <br />located southwest of Firehouse #1 along Ellsberg Drive, would have likely captured runoff from <br />the parking lot. The storm drain on Ellsberg Drive conveys stormwater into the drainage channel <br />system, which then makes its way to Burns Cutoff.
