This work plan proposes abandonment of eight (8) groundwater <br />monitoring wells in accordance with Amendment 50 of Agreement 560003303. Over-drilling and <br />backfilling with a cement-bentonite slurry is the proposed abandonment method for groundwater monitoring <br />wells MW-1 through MW-7, and MW-1R. <br />Summary of Site and Surrounding Land Usage <br />The site is located to the east of interstate 5 within San Joaquin county. A Union Pacific Railroad track <br />runs along the northwest boundary of the DVI property. The site is bounded by south Kasson Road to the <br />west, West Lorenzen Road to the south, and agricultural fields to the north and east as shown on Figure 1. <br />The site is a former State of California correctional facility that is now operated in a warm shut down <br />phase without inmates present and minimal support staff. The Site includes an existing groundwater <br />treatment plant that consists of a reverse osmosis system, a brine concentrator, and four inactive surface <br />impoundments. The Plant currently treats extracted groundwater from four groundwater supply wells <br />located at the Site. The monitoring well network and individual well locations are shown on Figure 1. <br />Background <br />The groundwater treatment plant and four (4) Class II Surface Impoundments are located south of the <br />former inmate housing facility (Figure 1). <br />The Class II surface impoundments P-1 through P-4 located at DVI are owned and operated by CDCR. <br />The Class II surface impoundments are regulated under Waste Discharge Requirements (WDRs) Order <br />R5-2017-0071 in accordance with state regulations (California Code of Regulations (CCR) Title 27 (tit. <br />27, § 20005 et seq). <br />In 2007, three groundwater monitoring wells (MW-1, MW-2, and MW-3) were installed to monitor <br />groundwater around the perimeter. In 2016, two additional groundwater monitoring wells, MW-1R and <br />MW-4 were installed to further monitor the surrounding groundwater. Two downgradient monitoring <br />wells (MW-5 and MW-6) and an upgradient monitoring well (MW-7) were installed on July 17, 2017 and <br />December 7, 2019, respectively. Well construction details are summarized in Table 1. <br />WDRs Order R5-2017-0071 was adopted by the Central Valley Regional Water Quality Control Board <br />(CVWB) on 9 June 2017. The WDRs in Provisions H.13.D and H.13.E required CDCR to clean close <br />Class II surface impoundments P-1 through P-4, including monitoring well abandonment/destruction.
